CAPTAIN AMERICA: CIVIL WAR Rumor - Is This the International Incident Referred it in its Synopsis?

Another day, another CAPTAIN AMERICA: CIVIL WAR rumor. Cue the grain of salt comment.

In the comics, the New Warriors are the cause of Civil War when they try to catch villains (image above) but in the process destroy city blocks and there's hundreds of civilian casualties. This forces the government to create the Super Hero Registration Act where super humans needs to register themselves with the government and disclose their powers and full identity.

In CAPTAIN AMERICA: CIVIL WAR the comic story will be changed and adapted to fit the Marvel Cinematic Universe storyline. Here is the current and official synopsis for CAPTAIN AMERICA: CIVIL WAR.

“After another international incident involving the Avengers results in collateral damage, political pressure mounts to install a system of accountability and a governing body to determine when to enlist the services of the team. The new status quo fractures the Avengers while they try to protect the world from a new and nefarious villain. ”

According to a new rumor, via HH, the following is allegedly the incident that makes the government register super heroes.

"...[T]he international incident in the film involving the Avengers that results in collateral damage involves Captain America and Scarlet Witch who are trying to apprehend Crossbones. The only problem is that Crossbones is wearing a suicide vest full of nasty explosives. In order to protect the civilians on the ground, Captain America orders Scarlet Witch to levitate Crossbones above ground. She does and unfortunately is unable to contain the massive explosion that sets off near a populated building causing death and destruction."

Again, this is rumor because the source has been posting more and more plot rumors lately and many have yet to be confirmed by studio, producer, director, actor or Hollywood trade website. It could become true but Marvel Studios likes to be fluid with their film production process and things can and do change in post-production, reshoots and in the editing room before release.
