This could be a piece of merchandise being modified from its movie origin, or it might be legit in the film. A fan took a photo of a new shirt for CAPTAIN AMERICA: CIVIL WAR and on this shirt Cap appears to be wearing his iconic comic book chain mail-like armor.

But... take a look at Cap's armor in the latest promo art released for Civil War.
And here's a close-up.
According to the zoomed in promo art, there is no chain mail armor. So, again, this could just be a classic case of merch being modified from film. Until further information, or an actual confirmation is given by Marvel Studios, this will remain a mystery.
CAPTAIN AMERICA: CIVIL WAR releases on May 6, 2016.
