Robert Redford's S.H.I.E.L.D. Character in CAPTAIN AMERICA 2 Revealed to be World Security Council Member

In The Avengers, fans were introduced to the World Security Council (WSC) whom Nick Fury answers to as director of S.H.I.E.L.D. But even Fury doesn't listen to his superiors as the council ordered a nuclear strike on Manhattan during the Battle of New York which Fury resisted to execute and was luckily thwarted by Tony Stark.

Next year in Captain America: The Winter Soldier, Fury is back and, based on set information from its Cleveland filming, being chased and shot at by S.H.I.E.L.D. and Washington D.C.'s finest. It has been thought Fury's pursuers was a result of the addition of actor Robert Redford's S.H.I.E.L.D. character Alexander Pierce. Now, actor Samuel L. Jackson has shed some light (via USA Today) on Redford's Pierce and their relationship in the movie.

"[Redford is] part of that World Security Council I was talking to in [The Avengers], just he wasn't there. We also know each other because we've been comrades for a very long time. There's some stuff that's said that gives you an idea of how he's been part of that environment for a long time and the kind of guy he was."

Jackson also went into further detail about Fury, himself, and what fans will learn about him and Steve Rogers in the Cap sequel.

"You see Nick Fury the office guy, him going about the day-to-day work of S.H.I.E.L.D. and the politics as opposed to that other stuff. It's great to have him dealing with Captain America in terms of being able to speak to him soldier to soldier and try to explain to him how the world has changed in another way while he was frozen in time. Some of the people who used to be our enemies are now our allies—him trying to figure out, 'Well, how do we trust those guys?' or 'How do we trust the guys that you didn't trust who don't trust you?' And explaining to him that the black and white of good guys/bad guys has now turned into this gray area. 
"Nick lies to him all the time, too. (Laughs) But he's trying to help him navigate the waters of the new sharks that he doesn't know anything about."

So Redford is a comrade of Fury's who is now a member of the World Security Council and Fury lies... a lot. The lying part is no surprise since Fury has been great at it during his existence in the comic book universe but Redford's Pierce being a WSC member is definitely another clue in the mystery that is Captain America: The Winter Soldier's dark side of its plot.
